It seems to be a large (diameter 2--3 feet) growth on this tree. Clearly made at least partly of living tree material. Small insects are either attracted to it or live in it.

Yes, quite possibly, though it looks bigger and bushier than examples I can find in a couple of minutes' googling.

I thought it might be something along those lines, but didn't know the name for it: now I do. Thanks.
